Dominique specialises in all matters related to administrative and public law, particularly in country planning and environmental law. 

He also has significant experience in Council of State  litigation and court litigation involving liability cases of public authorities. 

Dominique taught administrative real estate law at the University of Brussels (ULB) where he was a professor until 2021. He also taught administrative litigation law at the University of Liège (ULg) in 1998-1999 and 1999-2000.

• Successfully defending a Belgian telecommunications fee (several hundred million euros at stake) in three appeals before the Constitutional Court with a preliminary ruling to the Court of Justice of the European Union, all of which were dismissed, and one appeal before the Court of First Instance of Brussels

• Assistance in the award of a tender for an amount of 30 million euros for the rehabilitation of an economic site

• Successful defense of a 220 kV high voltage line connecting Belgium to Luxembourg

• Maintenance of a cinema complex on the Heysel site despite city of Brussels’ attempt to terminate its state concession

• Defense of a car company in a soil pollution liability claim

• Action on behalf of a commercial company against the seller of a polluted land

• Legal advice in environmental law to a company active in the field of nanoparticles

• Assistance in the preparation of an application for an environmental permit for a storage site

• Assistance in the context of several litigations in the field of wind farms

• Participation in numerous university conferences as a speaker

• Active participation in the editorial board of three legal journals
