Quemi Herreno Villa
Quemi is an associate in the Energy, Climate Change and Mobility department, with a particular focus on the department’s international matters.
Since his admission to the Brussels Bar in 2023, Quemi has advised on a wide range of cross-border energy and infrastructure projects. His practice focuses on regulatory compliance, contract negotiation, project structuring, renewable energy development, and electricity market regulation, all in support of energy transition and decarbonisation objectives.
He also has experience in Climate law, notably related to the EU Methane Regulation and carbon markets, including the EU Emissions Trading System (EU ETS 1 and 2) and the Carbon Border Adjustment Mechanism (CBAM).
In addition, Quemi has developed expertise in nuclear and Small Modular Reactor (SMR) projects, notably in matters of regulatory compliance and stakeholder engagement.
The main sectors in which he has acquired specific experience include Energy, Climate, and Environmental Law.

Providing legal input on electricity market design, including grid and market code drafting
Advising on cross-border energy market integration and interconnector
development
Assisting in regulatory compliance for nuclear and SMR projects, including liability and waste frameworks
Supporting clients with ESG compliance and alignment with EU taxonomy and sustainability reporting requirements
Advising on climate-related financial disclosures for multinational companies
Drafting infrastructure agreements and contracts within the framework of cross-border decarbonisation projects
